In accordance with the PA Apprenticeship and Training Act of 1961, this is the report made available each year by the PATC, indicating the extent of apprenticeship and other occupational training programs during the previous year, trends in employment requiring adjustments in apprenticeship training and other occupational programs, needs for expansion of apprenticeship, activities of the council and such recommendations.
The annual Apprenticeship and Training Office (ATO) “Progress Report" captures the goals, accomplishments, and ongoing priorities of the ATO specifically. This report is meant to be coupled with the annual Pennsylvania Apprenticeship and Training Office Chairperson's report.

Workforce Professional

This guide provides PA CareerLink® staff with an overview of strategies to connect jobseekers and employers to Registered Apprenticeship (RA) programs. It includes detailed information on how to utilize various WIOA funding streams to support RA programs, subject to local policy, procedures, and funding availability. This form is to be used for potential sponsors who are interested in learning more about what is involved in developing and registering an apprenticeship program. This is the first step in attending our registered apprenticeship orientation session and connecting to your apprenticeship and training representative.

Up to ten (10) documents must be submitted to the PA Apprenticeship and Training Council (PATC) as part of a sponsor’s apprenticeship program Registration Packet. Templates for each of these documents have been created and are available on the webpage. This checklist provides a list of the required documents and guidance on what information sponsors will need to complete each. Please refer to the Registering an Apprenticeship Program in PA Guide for additional information.
If your occupation has not yet been registered, you can register it yourself through the PA Apprenticeship and Training Council as long as it meets the Criteria for Apprenticeable Occupations found in 34 Pa.Code 83.4.The purpose of this form is to verify the eligibility of a new occupation to be registered as an apprenticeship in PA. According to 34 Pa. Code § 83.4, an apprenticeable occupation is a skilled trade which possesses all of the characteristics indicated in this form.

Standards are the Sponsor's written plan outlining all terms and conditions for the recruitment, selection, employment, training, and supervision of their apprentices. It specifies the legal requirements of all Registered Apprenticeship programs, and includes details of your specific program.
Appendix A contains the details of your training plan. This includes the Work Process Schedule, which specifies the competencies the apprentice will learn during their on-the-job training (OJT), and information on the program's Related Technical Instruction (RTI), including who will provide the classroom training. It also specifies the minimum wage scale for apprentices in the program.
This template provides a suggested format to outline the job related technical instruction of a Registered Apprenticeship Program.
The Apprentice Agreement contains the apprentice's personal, demographic and employment information. It also specifies the rate at which an apprentice's wages will increase as they progress through the program.
The Apprenticeship Program Overview provides the PATC with a summary of your apprenticeship program. It includes information the PATC is particularly interested in, including details on your workforce, the program’s training provider, and your organization’s focus on safety.
Employers who join a Group Sponsorship complete an Employer Acceptance Agreement. It contains information similar to what is included in Appendix A, but is specific to the employer who is joining the Group-sponsored program.

The Employer Application Form provides group sponsors with additional details about companies wishing to join their programs. Employers applying to join a group-sponsored apprenticeship program could be asked to complete and return this application to the group sponsor.

Apprenticeship and Training Committees (ATCs) provide structure and oversite for apprenticeship initiatives and are recommended for all programs. For employers with employees represented by a bona fide collective bargaining agent(s), the sponsor must establish a Joint Apprenticeship and Training Committee (JATC) to carry out the responsibilities and duties required of a program sponsor. Sponsor recruitment survey is a survey for Registered Apprenticeship Sponsors to complete and provide recruitment information on their apprenticeship program.
